* Implement Load/Store Local/Shared and Atomic shared using new instructions

* Remove now unused code

* Fix base offset register overwrite

* Fix missing storage buffer set index when generating GLSL for Vulkan

* Shader cache version bump

* Remove more unused code

* Some PR feedback
